But a non-volatile memory works by connecting another gate, which is known as a floating gate. As electrons pass through the transistor energized, some electrons stick to the floating gate, and with or without electricity remain there indefinitely to store 1 .

All types of programmable ROM (PROM) experience this partial loss of electrons. The gate in the EEPROM will only block electrons when a user applies a specific negative voltage to turn the transistor back to 0.
